The Lady Panthers are also on a four-game winning streak after Saturday's effort.
O'Quinn scored 18 points, hauled in 15 rebounds and blocked 12 shots and Jackson added a game-high 24 points and four steals to lead Twin Valley, which took the lead for good just before halftime and managed to hold onto it in a close second half.
Kara Goodman had a double-double with 12 points and 12 rebounds, Lexi Vance added 16 points and five assists and Lakin Keene dished out four assists for the Lady Panthers (9-5).
"We came out, got on a pretty good roll," Twin Valley coach Tommy Crigger said. "Richlands started taking the ball to the bucket so we had to bring our extended defense down, and then we got great play out of Katelyn Jackson and it opened it up for Kara and Lexi.
"And Lakin (Keene), as usual, played great defense. And we got a great game out of Hannah O'Quinn. We came out and played great team ball for the fourth game in a row."
Olivia Harmon scored 19 points to go with five assists and four steals, while Amber Street and Erica Burton each added 12 for the Lady Blues.
Twin Valley opened the game on an 11-2 run and scored 11 unanswered points late in the first half, wrapped around a 24-4 by Richlands.
Twin Valley has moved its JV/varsity girls home twinbill with Northwood to Monday. The boys will still play the Panthers on Tuesday.
